Russell King 1c16b574c4 kernel: add backported phy/phylink/sfp patches
Backport the phy/phylink/sfp patches currently queued in netdev or in
mainline necessary to support GPON popular modules, specifically to
support Huawei and Nokia GPON modules.

Subject: [PATCH 628/660] net: sfp: allow fault processing to transition to
other states
Add the next state to sfp_sm_fault() so that it can branch to other
states. This will be necessary to improve the initialisation path.
