firmware-utils: add nec-enc

nec-enc provides firmware encoding/decoding with model specific key
for NEC devices.

known devices:

  - Aterm WF1200CR
  - Aterm WG1200CR
  - Aterm WG2600HS

usage:

  nec-enc -i infile -o outfile -k key
