ramips: fix patch location

The patch for adding the config_aneg function for the Atheros
AR8031/AR8033 PHY was formatted in a way it moved to different PHY
models while refreshing patches on kernel updates.

Move the diff directly below the PHY name so this won't happen in the
future.
