ath79: add gpio-latch driver for MikroTik RouterBOARDs

This is a slighty modified version of ar71xx gpio-latch driver
written by Gabor Juhos <juhosg@openwrt.org>.

Changes:
* DTS support,
* New gpio API (gpiod_*).
